Split council approves
new code of conduct
The Wlllamina City Council approved a Code
of Conduct for its elected and appointed offi-
cials with a vote of 4 to 1 with one abstention on
Dec. 15.
Councilor Randy Long, the lone dissident,
appealed to the council to wait until emotions
were no longer running high and returned to a
normal level.
"There are things in here that are just wrong,"
Long said prior to the vote.
The title sounds innocuous, so what is so of-
fensive in the 10-page document that has plan-
ning commissioners, and at least one city coun-
cil member concerned?
Start at page 10: lf a violation of the Code of
Conduct is outside the observed behaviors by
the Mayor or Council members, the alleged vio-
lation should be referred to the City Recorder
That "big brother watching" mind frame is
George Orwellian and reminiscent of Nazi Ger-
many, said Patty Brooks.
Page 3 of the code governs the appearance
of active listening. Be aware of facial expres-
sions, especially those that can be interpreted
as "smirking," disbelief anger or boredom.
There shall be no sidebar conversations.
Long called the code petty and Open to subjec-
tive interpretation. "I got out of elementary school
a couple of years ago," he said. He does not wish
to be judged by his every action, he added.
Long was also concerned about the section
of the code that governs the conduct of elected
and appointed officials outside of public meet-
ings including conversations brought up in eof-
fee shops. He urged the council to table the code
until a future meeting.
"We want to make sure we do things right,"
Long said.
Another concem voiced was that the code ap-
plied only to elected and appointed officials---not
to the conduct of city staff. The council was as-
sured that the code of conduct applied to every-
body even though the title states the code is "For
City of WdlaminaAppointed and Elected Officials."
More than one planning commissioner has
shared concerns about the way they were treated
by city staff. That is no longer permissible. "City
officials should never express concerns about the
performance of a city employee in public, to the
employee directly, or to the employee's manager

6 of the code reads.
In spite of the concerns--and a lack of op-
portunity for public input on the code of con-
duct--the council adopted the code of conduct.
City Recorder Sue Hollis urged the council to
approve the code immediately. I think you need to
think of what's happening to employees, she said.
"The staff has my complete support," said
Councilor Rita Bailer.
"And mine," concurred councilors Ila
Skyberg and Laurie Toney.
They were joined in an "aye" vote by Allen
Bramall. Long cast the lone vote in opposition
to the code of conduct while Corey Adams ab-
stained from voting.

Holiday lights shine
bright in Willamina

Beautiful, beautiful, and beautiful. That's
the only way to describe the winners of this
year's Home Illumination Contest sponsored
by the Coastal Hills Chamber of Commerce.
On Wednesday, Dec. 21, with the help of a
group of residents from Deer Meadows, the
entrants were viewed.
There were some very pretty ones and some
pretty funny ones. All were appreciated and
taken into consideration. Some of those that
were graded hadn't submitted entries, but we
all looked and ahh'ed anyway.
The $50:00 first place winners are David
and Leann Keyser at 39280 Oak Lane. The

The victim told deputies that Rajeed had
arrived home around 4 p.m. He called her into
the bedroom saying he had a present for her
that was too big for him to carry by himself.
As she entered the room he shut the door and
blocked it.
Three knives were lying on the dresser. He
gave her four options, all of which included
her death.
While he was talking, the victim dialed 911.
He attacked her with the knife. As he attempted
to press the knife against her throat she
screamed out the address, hoping the dispatcher
would be able to hear it.
When Rajeed realized that his wife had di-
aled 911, he began swinging the knife at her
throat. She deflected the knife with her hand,
but he still managed to cut her ear.
The victim then reported that her husband
jabbed the knife at her stomach. She was wear-
ing a heavy sweatshirt and the knife did not
penetrate through her clothing.
Rajeed then threw her to the ground and
placed his foot against her throat. A blow to
the groin by the victim allowed her time to get
off the floor.
When Rajeed realized that law enforcement
had arrived, he ran out the back door. The vic-
tim closed and locked the door behind him.
Deputies located Raj eed near Mill Street on
the railroad tracks. He had two kitchen knives
in his hands and placed them at hiS throat threat-
ening to kill himself.
Rajeed eventually put the knives down and
was taken into custody.
$35.00 second place winner is John Borek at
132 D Street. The $15.00 third place winners
are Richard and Sandy Rohn at 334 S.E. Ivy
St. We hope everyone will go by and ooohhh
and aahhh as we did.
We want to thank everyone, who entered
and everyone who decorated their homes in
such fine fashion. We wish we could give prizes
to all of you, but... We want you to know that
your efforts are very much appreciated. Sure
does "make the season bright."
Remember, for next year, which will be here
sooner than we think, that you can enter your
own home OR perhaps a neighbor's home that
you think is worthy of a prize, 'Til then, Merry

Sheridan Council meets Tuesday
The Sheridan City Council will meet at 7 "
p.m. on Tuesday, January 3. Agenda items for
the work session include discussion of the city's
yard sale ordinance, a salary survey and future
finances for the city. The meeting will be held
