While it is true that most sales are still foreclosures, charts from the private Re- gional Multiple Listing Ser- vice, which keeps track of real estate sales throughout Or- egon, show fewer declines and even some upticks in Yamhill and Polk counties. And even though the situa- tion appears to be dire in the West Valley, a recent story in the Newberg Graphic said that Newberg and Dundee lead all the cities in the rest of the county in foreclosures by a huge percentage. In Yamhill County, pend- ing sales were up 10 percent year over year in November, although pending sales were only up 1.2 percent for the en- tire year to date. And average sale prices continued to de- cline, down 7.4 percent year to date. Average home price was $198,900. Total time on the market was 183 days, and in Polk County, except Salem, 138 days. Residential real estate is re- ally moving in Polk County, except Salem, up 50 percent in November, and up 29.2 percent year over year in November. Average sale prices were down significantly, too, at minus 11.3 percent so far this year, or an average home price of $175,600. Jobless figures improving; raw rate for Oregon at 9.1 percent; U-6 at 17.1 percent By Jo Mclntyre Correspondent, The Sun WorkSource Oregon re- leased the last unemployment report in 2011 on Dec. 19. The report covers the month of November. For the state, the jobless figure was 9.1 percent, but ranged from a low of 6.1 per- cent in Benton County to a high of 15.5 percent in Crook County, in the latest county- by-county breakdown. Polk and Yamhill counties fell between those extremes, with Polk County, excluding West Salem, now at 7.5 per- cent, compared to 9.4 percent last year at this time. Yamhill County's rate was quite a bit higher at 8.2 per- cent, but considerably better than the 10.2 percent reported for same period in 2010. These are the raw jobless rates, with no seasonal adjusmaent. The rate of unemployment fell in all but two of Oregon's counties from November 2010 to November 2011. Underutilization, called U- 6, is a different matter. That is the department's term for a work force that is not totally engaged in the world of work, but is still being paid for some kind of work. The U-6 underutilization base level consists of all people listed as out of work -- 181,600 in Oregon in Novem- ber 2011. To that, add 44,500 marginally attached workers and 122,200 employed part- time for economic reasons, or not what the worker would like and is qualified to do. This leaves total U-6 underutilization level of 348,300, or a 17.1 percent un- employment rate. • U.S. government agency has taken over calcu- lating employment reports In an interesting change, state employment specialists noted at the end of this month's report that calculating and reporting employment es- timates has been transferred to the national U:S. Bureau of Labor Statistics (BLS). "For many years, monthly employment estimates for Or- egon and its metropolitan ar- eas were developed by Oregon Employment Department economists," the statement noted. "These economists were also responsible for revising the initial sample-based esti- mates annually, based on more complete information from Or- egon businesses. This revisions process is known as bench- marking." In March 2011, responsibil- ity for monthly employment es- timates went to the U.S. Bureau of Labor Statistics (BLS). Esti- mates developed by the BLS depended more heavily on sam- pling businesses and less on knowledge of local economic events. They also are more vari- able on a month-to-month basis. BLS staff is also taking over responsibility for the annual benchmarking process. The re- suits of this process will be re- flected when the agency issues revised data for 2010 and 2011 in February and March 2012.
