Main Street, Sheridan 843-2992 I l Wednesday, October 16, 1991, The Sun 13 Tobacco rules for students detailed By Lawrence Monical Staff Writer, The Sun Willamina youngsters under 18 caught with tobacco products on school property will be cited by school officials and will face a choice of consequences, the Willa- mina school board learned Monday night. In all cases, tobacco products will be confiscated and destroyed, and a school official will complete an affidavit swearing that the youngster was caught with tobacco, according to Superintendent Gerry Elstun. A first-time offender may elect to attend diversion classes or face action by juvenile authorities, Elstun said. Repeat offenders will be cited direcdy to juvenile authorit- ies, according to Elstun. Elstun reported on an Oct. 14 meeting held to discuss enforcement of the state's new law which prohib- its possession and use of tobacco products by youngsters under age 18, providing for fines up to $100. Representatives of five school dis- tricts, four police agencies and the Yamhill County juvenile department attended the meeting, Elstun said. City police and sheriff's deputies will cite youngsters spotted with tobacco elsewhere, and the citation will involve parents in the legal process, Elstun said. School officials who can see tobacco use near school property but not on it will be urged to cite and report the users in a kind of citizen's arrest action, Elstun said. Willingness to act in that manner may doom "smoker's comer," the traditional gathering spot just off school property, Elstun added. Diversion programs will cost money to attend and offenders must provide certificates of completion before affidavits held by the school are destroyed, Elstun said. The pro- grams are available in McMinnviile and Newberg. Cost of the program is unknown, according to Sharon Bell, executive director of Recovery Counseling, a McMinnville addiction counseling business. Bell's adult stop-smoking programs usually run 16 sessions and cost an average of $20 per person per group, she said. Adoles- cent programs may be shorter and cost less, she said. In other business: Management study• The board agreed to proceed with a $4,000 district management study intended to disclose the efficiency of man- agement practices and to suggest ways in which the neighboring Wil- lamina and Sheridan districts can work more efficiently together. The Sheridan board meets tonight and is expected to proceed with the study also. Cost to the district is $4,000. The district will contact a citizen group which has raised $2,000 in pledges to fund a consolidation study in conjunction with the man- agement study, Elstun said. Hurry in Mighty Mac 5 h.p.
