The following question will be submitted to the qualified voters thereof: Ballot Title: To Establish a Tax Base Question: Shall Willamina School District be authorized a $3,400,000 tax base beginning with a 1991-92 fiscal year? Statement: The Willamina School Board an0 Budget Committee are requesting approval of a tax base in an effort to retain local property tax dollars for local schools. Under Ballot Measure 5, the Willa- mina School District will lose tax dollars due to the property tax limita- tion, it will also lose local tax dollars within the limitation. Chemeketa Community College and the Yamhill Educational Service have tax bases, which may be in- creased each year. The result is that while local tax- payers will be paying less dollars in property taxes, they will be paying a higher percentage of those dollars to the ESD (McMinnville) and the com- munity college (Salem) and a lower percentage to the local school dis- trict. Notice is hereby given that a ballot title for a measure referred by the District Board of Directors of Willa- mina School District 30J has been filed with the County Clerk of Polk County on March 15, 1991.
